SUBJECT: New Center Access Control Procedures
Effective 12:01 a.m., Monday, February 4, 2002, NASA Ames Research
Center (ARC) Access Control Policy and Procedures will be realigned
to meet Center and NASA Research Park (NRP) security needs.
On February 4, these new access policies and procedures will consist of new fence-line, gates, traffic flow patterns, and implementation of other processes and procedures necessary to accomplish the transition.
To ensure that personnel are made aware of the transition time-line and impacts, this office is distributing a brochure and a letter to all Center personnel. Distribution of this information by mail will will be completed by Friday. Both the brochure and letter serve as a notification of pending activity and as a "map" to orient you to the specific features of the new Center security configuration.
Some items are not yet completed, so where necessary, temporary compensatory measures will be put in-place. This will not impact the overall transition schedule.
All personnel are encouraged to familiarize themselves with the new gate locations, hours of operation, access procedures, new traffic flow patterns etc., contained in the aforementioned brochure and letter.
We realize there may be some minor problems during the transition. We are committed to mitigating any issues that could result as we implement these new security procedures. We ask that you work with us during this time.

Subject: Installation Force Protection Condition (FPC) Status Change

SUBJECT: Installation Force Protection Condition (FPC) Status Change
The Office of Homeland Security has lowered the national threat level from ORANGE to YELLOW. In turn, NASA Headquarters (Code X) has authorized the field centers to lower the Force Protection Condition from CHARLIE (Modified) to BRAVO (Modified). Therefore, on or about Monday, April 21, 2003, Ames Research Center will return to FPC BRAVO (Modified).
Under FPC BRAVO (Modified), you will see the Center's security posture return to those access measures that were in effect prior to the start of the military conflict with Iraq. In summary, those measures are as follows:
- Arnold Avenue and the Arnold Avenue Gate will reopen (24 hrs/7 days).
- The temporary entry point at Gate 18 will close.
- The Ellis Street Gate will continue to operate Monday-Friday 6:00 A.M. to 6:00 P.M.
- The Mark Avenue Gate will continue to operate Monday-Friday 6:00 A.M. to 6:00 P.M.
- The South Macon Road Gate will continue to operate 24 hrs/7days.
- Gate 17 will continue to operate Monday-Friday 6:00 A.M. to 6:00 P.M.
- Random Vehicle Inspections will be performed at each perimeter entry point (i.e., Gate 17, Main Gate and Ellis Street Gate).
I wish to thank the Ames employees for their understanding and cooperation during the successful activation of FPC CHARLIE. Although the Nation and Center have reduced the threat/protection level, please be reminded that Homeland Security level YELLOW (still) equates to a "significant risk of terrorist attacks." Employees are encouraged to immediately report any suspicious activities to the Ames Emergency Dispatch Office at 9-1-1 or at (650) 604-5555 when calling from a cell phone.
